What I think this quote is trying to say is that if you promise something to someone like a friend of yours then you should never break the promise the you made. If you made a promise to your friend that you were going to be at soccer practice a 3 o’clock and he said OK and you never show up at that time then you just broke your promise. But if you said that and you actually showed up at that time then you didn't break the promise you made to your friend. A promise is a promise never break the promises you make to people.
